New Landlord Licence.
Luton Borough Council has a plan to introduce a new law for the properties situated in Biscot, Dallow, Farley, South and High Town.
Please find below an extract of the information from Luton Borough Council’s website in relation to a compulsory Landlord Licence:
“From 1 April 2018, any landlord renting out residential accommodation within Biscot, Dallow, Farley, South and High Town wards will need a selective licence.
This shows that we’re happy you conform to standards that reflect our commitment to ensuring tenants have somewhere decent to live.
We’ve introduced the scheme because of a noticeable increase in the need to enforce compliance with private sector housing laws in those parts of Luton experiencing the highest levels of inward movement and deprivation.
Selective licensing is part of a wider set of measures to enable landlords to provide good quality housing within their communities, and to address issues of antisocial behaviour, crime, and low demand within the areas. We believe that residents should be able to live in:
. good quality, safe, warm, affordable homes
. mixed, thriving sustainable communities
The scheme demands a high standard of management from both landlords and agents designed to improve housing conditions. This will have the effect of enhancing perception of the areas and help to reduce overcrowding, crime and antisocial behaviour, resulting in more settled communities.
In your application you will need to show you are a ‘fit and proper’ person. This means you’ll have to prove your identity and that you don’t have a criminal record that would make it inappropriate for us to grant you a licence.
Cllr Tom Shaw, portfolio holder for housing, said: “Selective licensing is a key tool we are using to improve the condition of rented properties in our town. We have a duty to ensure residents get decent accommodation and are not exploited by landlords whose sole interest lies in cash, not care.
“By requiring landlords to apply for a licence we are showing our commitment to raising standards throughout Luton.”
It is simple to apply for a selective licence and there is a 50% discount for all landlords and agents if they submit a valid application before 30 June 2018.
